以精细化管理为核心理念推动城市良性运行已经成为国内许多城市特别是超大城市的重要政策导向,但在实践中却产生了过于追求细节量化、过于强调规范标准、过于依赖信息技术和过于强调微观治理单位的偏差。当前推进城市精细化管理,必须把握投入与产出的平衡,更客观科学地评估精细化管理的实际应用效果;必须优化过程与结果的衔接,形成规律性认知并逐步建立和完善分领域精细化管理的长效机制;必须理顺近期任务与长远目标的关系,在尽快补齐短板的基础上不断扩大城市精细化管理的覆盖范围;必须把握政府主导与社会协同的关系,形成共建共治格局以减少精细化管理的实施成本。

The mode of delicacy management has been used more and more in urban development operations, especially in megacities. However, deviation has been caused in practice, including excessive attention to detail quantification, code standards, information technology and micro-governance units. To promote urban delicacy management, long-term mechanism must be established and improved and the application effect must be evaluated, which helps to make balance between input and output. Moreover, it is very important to coordinate the relationship between government and society to build a pattern of joint contribution, common governance and shared benefits, which can cut management costs.
