驻村帮扶工作队的运行机制与贫困治理绩效评价:以河南省D市为例

The Operating Mechanism and Poverty Alleviation Performance Evaluation of Work Team in Village:Taking D City of Henan Province as an Example

精准扶贫要求对贫困村和贫困户实行精准帮扶,为此政府启动了中国特色的内部动员机制,形成以驻村帮扶工作队为关键主体的新型贫困合作治理模式。本文在对驻村帮扶工作队的运行机制与贫困治理模式进行分析的基础上,利用河南省D市的入户调查数据,从贫困户精准识别度、脱贫成效、帮扶满意度和精神变化四个维度对其贫困治理绩效进行评价。针对因社会参与不足、驻村帮扶工作队资源有限等原因,影响驻村帮扶工作队的治理绩效,文章提出从发挥多元主体作用、加强精神帮扶和提高其对扶贫项目的参与力度等方面改进其工作的对策。

Targeted poverty alleviation requires targeted assistance to poor villages and poor families.For this reason,the government has launched an internal mobilization mechanism with Chinese characteristics to form a new cooperative governance model of poverty with the work team in villages as the key subject.Based on the analysis of the operating mechanism of work team in village,this paper evaluated poverty alleviation performance of work team in village from poverty identification,effectiveness,satisfaction of the poor families and their mental changes with the survey data of household in D city of Henan Province.In view of the reasons of insufficient social participation and limited resources of the work team in village,which affect the governance performance of the work team in village,this paper puts forward some countermeasures to improve its work from the aspects of giving full play to the role of multiple subjects,strengthening spiritual support and enhancing its participation in poverty alleviation projects.
