Farmers' Petitioning and the Operational Logic of Good Governance in Rural Areas——the perspective of game theory

本文从博弈论的角度对农民上访问题进行深入剖析,揭示乡村治理中权力运作的基本逻辑和实践过程,进而为乡村善治提供一种启发性思考。主要围绕农民上访博弈过程所涉及的五个方面:博弈主体、博弈场域、博弈目标、博弈行动、博弈结果等进行反思,揭示农民上访的行为逻辑及其变化,以期实现农民、乡村政府、国家的"正和博弈"。

This paper analyzes the farmers’petitioning through the perspective of game theory,and then it reveals the basic logic and practice process of power operation in rural governance.So that this paper can provide an inspiring thinking for the rural good governance.The paper mainly discusses the following five aspects involved in the process of farmers’petitioning game:game subject,game field,game goal,game action,game result.It reveals the changes of the petitioning farmers’behavior and logic.in order to achieve the“positive game”between the peasants,the rural government,and the state.
