绵阳高等教育军民融合深度发展问题与对策思考——以西南科技大学为例

Reflections on the Problems of Depth Development of Civil-military Integration for Higher Education in Mianyang City and Its Countermeasures——Taking SWUST as an Example

习近平总书记在党的十九大报告中三次提到军民融合:“更加注重军民融合”“坚持实施军民融合深度发展战略”“形成军民融合深度发展局势”[1],军民融合的国家战略地位再一次被推上历史新高度,充分显示了国家对军民融合战略的重视。在当前四川地区大力推进军民融合协同创新发展的大背景下,在绵高校应系统梳理在军民融合深度发展过程中的成功经验和存在问题,针对性地提出优化高等教育军民融合深度发展政策环境、探索建立科技城军民融合示范园区和国家军民融合示范高校等对策建议,为绵阳市乃至四川省军民融合深度发展提供有益的决策参考。

In the report of the Nineteenth National Congress, President Xi Jinping mentioned civil-military integration for three times and said:“more emphasis on civil-military integration ”“adherence to the strategy of depth development of Civil-military Integration”, and “forming the trend of depth development of Civil-military Integration ”.The national strategic status of civil-military integration has once again been pushed to a new height in history, which demonstrated the state’s attention on this strategy. As civil-military integration and innovation are pushed forward in Sichuan area, the higher education in Mianyang should analyze its successful experience and existing problems in the process of this development, and take targeted countermeasures and suggestions for optimizing the policy environment in higher education and exploring the establishment of the technology city of civil-military integration demonstration site in Mianyang and civil-military integration demonstration universities of our country. It provides a fruitful reference for depth development of civil-military integration in Mianyang City and even Sichuan Province at large.
