“可行能力”视角下因工伤残返乡农民工生存困境研究

Research on Survival Predicament of Disabled Peasant-Workers Back to Their Hometown in The View of Capabilities

因工伤残返乡农民工是我国快速工业化过程中亟待关注的特殊群体。在对伤残返乡农民工生存状况进行实地调查的基础上,运用阿马蒂亚·森的"可行能力"方法进行分析发现,伤残返乡农民工及家庭普遍面临着生活艰难维持、饱受病痛折磨、社会交往受限、照护压力大等生存困境,而经济贫困、政治参与障碍、以劳动合同为代表的透明性保证欠缺、医疗康复和教育等社会机会受限、工伤和医疗保险等防护性保障不足是其陷入生存困境的主要原因,并据此提出解决伤残返乡农民工生存困境的相关政策建议。

Disabled peasant-workers back to their hometown are special social community need attention during the process of rapid industrialization.Based on field investigation of disabled peasant-workers back to their hometown living condition in Shandong Province,we analyses using Amartya Sen’s capabilities method and found that disabled peasant-workers back to their hometown generally struggle with difficult life,illness suffering,limited social communication and lacking care.The reasons of survival predicament of disabled peasant-workers back to their hometown are economic poverty,barriers to political participation,lack of transparency assurance such as labor contract,limitation of medical rehabilitation and education,lack of employment injury insurance and medical insurance.We raise up policy suggestions according to these.
