从“善政”到“善治”:县域治理现代化的“嘉善模式”

From “Good Administration” to “Good Governance”: “Jiashan Pattern”, an Example of County Governance Modernization

嘉善县域治理现代化的过程,实现了从政府粗放管理向高效精细管理、从单纯依靠政府管理向政府主导下的协同治理、从强制约束型管理向内生动力型治理的转变,形成了系统完备、衔接配套、科学规范、运行有效的"善政-善治"县域科学治理的"嘉善模式"。嘉善在提供县域科学发展示范模式的同时,也提供了县域治理现代化的示范模式,为全国2800多个县树立了从"善政"走向"善治"的科学治理实践样本。

The modernization process of the county governance in Jiashan has realized the transformation from extensive government management to high-efficient and fine management,from relying solely on government management to government-led collaborative governance,and from compulsory constraint management to governance with endogenous dynamic and has formed a completely systematic,coherent and compatible,scientifically standard and effective“Jiashan Pattern”,a scientific county governance model of transforming from“good administration”to“good governance”.Jiashan,while providing a demonstration model of scientific county development,provides a demonstration model of scientific county governance as well,and sets up an example for more than 2800 counties in China to follow to develop from“good administration”to“good governance”in the scientific governance practice.
