摘要
基于政策扩散理论,以国内60个地方政府出台的购买公共体育服务政策文本为对象,分析探讨了政策扩散的路径与行动策略。研究发现,地方政府购买体育服务政策扩散效应还不显著,尚处于S型曲线的第一阶段;政策扩散的空间邻近效应明显,先行地方对周边政府具有示范效应,周边地区在政策内容上兼具模仿和创新双重特征。政策扩散路径上,地市级政府政策扩散的意愿较强;在扩散动机上,外部性(尤其是上级部门和地区经济实力)对地方政府政策扩散影响较大,民众的需求和社会共同价值理念是政府供给的动力,而规范是执行的基础和保障。
Based on the theory of policy diffusion,taking the policy texts of purchasing public sports services issued by 60 local governments in China as the object,this paper analyzes and discusses the path and action strategies of policy diffusion.The study finds that the diffusion effect of local government’s policy of purchasing sports services is not significant,and it is still in the first stage of S-shaped curve;the spatial proximity effect of policy diffusion is obvious;the leading local government has demonstrative effect on the neighboring governments and the surrounding areas have dual characteristics of imitation and innovation in policy content;in terms of policy diffusion path,the municipal and local governments have strong willingness for policy diffusion;in terms of diffusion motivation,externalities (especially the economic strength of higher-level departments and regions) have a greater impact on local government policy diffusion;the demand of the people and the concept of social common value are the motive force of government supply,while norms are the basis and guarantee of implementation.
