公共外交视角下体育赛事推动北京国际交往功能提升研究

Promotion of International Communication Function of Beijing by Sports Events in the Perspective of Public Diplomacy

以北京为例,采用演绎推理分析方法揭示国际体育赛事与城市国际交往功能之间的联系。研究认为:重大国际体育赛事具有公共外交的特征,运用重大国际体育赛事提升城市国际交往功能表现在推动塑造国际交往服务环境、动员社会力量塑造城市形象和推动城市国际传播功能提升。当城市的基础设施进一步完善、公共服务水平提高、国际传播能力增强、城市形象得以塑造之时,城市的国际交往功能得到明显提升。城市在国际体育赛事举办的氛围中走向世界,在深入开放发展中提高城市生活质量,满足人民日益增长的对美好生活的需要。

Taking Beijing as an instance,this paper explores the relation between international sports events and urban international communication functions with deductive reasoning methods.The study reveals that the major international sports events have public diplomacy characteristics which can promote city’s international communication function in the following three dimensions.They are promoting the creation of international communication service environment,mobilizing social forces to shape the city image and promoting the upgrading of the city’s international communication function.When the infrastructure of the city is further improved,the level of public service is improved,the ability of international communication is enhanced,and the image of the city is shaped,the function of international communication of the city is obviously enhanced.Cities are going to the world in the atmosphere of international sports events,improving the quality of life in cities and meeting the growing needs of the people for a better life in the process of in-depth open development.
