“调适性互动”:我国地方政府间合作的现实模式与机制——以粤港澳大湾区为例

“Adaptive Interaction”: The Realistic Model and Mechanism of Local Government Cooperation in China —A Case of the Guangdong-Hong Kong-Macao Greater Bay Area

从粤港澳三地政府合作的演进史中,凝练出阶段性的合作模式,并发掘其中驱动合作成效提升的内在机制。具体而言:划分出市场经济形成的交易关系模式、资源配置驱动的产业互补模式、区域分工合作的协议调整模式和空间发展导向的整体治理模式四种合作模式;与之相匹配的合作机制分别为单一中心的功能性结合、多元主体的结构性调整、地方主导的制度性合作和国家战略的嵌入性推动。概言之,地方政府间的合作关系并非稳定不变,地方政府能够根据出现的新问题开展调适性互动,触发治理模式和治理机制的动态变化,促进现有制度安排的逐步完善与渐次调整,以期实现合作共赢的良好局面。

From the history of the cooperation between the governments of Guangdong, Hong Kong and Macao, we have condensed a phased cooperation model and explored the internal mechanism that drives the effectiveness of cooperation. Specifically speaking, we have divided four types of cooperation models: the transaction relationship model formed by the market economy, the industry complementation model driven by resource allocation, the agreement adjustment model based on regional cooperation, and the overall governance model oriented by spatial development. And the matching cooperation mechanisms are a functional combination of a single center, a structural adjustment of multiple entities, a local-led institutional cooperation, and an embedded strategy of national strategy. In summary, the cooperation between local governments is not stable. In order to achieve a good situation of win-win cooperation, local governments could take adaptive interactions based on emerging problems, trigger dynamic changes in governance models and mechanisms, and promote the gradual improvement and sequential adjustment of institutional arrangements.
