促进科技成果转化和技术转移的对策研究——以北京市为例

Research on the Countermeasures to Promote the Transformation of Scientific and Technological Achievements and Technology Transfer——Taking Beijing as an Example

科技成果转化和技术转移在我国经济活动中所起的作用越来越大,是提升产业内生动力、建设创新型国家的关键环节,也是我国科技创新体系中的薄弱环节。北京市区位优势得天独厚,聚集了众多的科技资源,但受科技、经济两大系统管理体制和评价机制以及科技成果转化立法滞后等方面的影响,科技与经济"两张皮"的现象始终未能得到很好解决。"束之高阁"是大多数科研成果的普遍际遇。因而,北京地区应当在分级、分类的基础上,加大对一些信誉好、重规范的技术转移机构的资金支持力度,引导其良性发展,降低科技成果转移转化和技术转移的成本和风险。

The transformation of scientific and technological achievements and technology transfer play more and more important roles in China's economic activities. They are the key links to enhance the internal driving force of industry and build an innovation-oriented country, but also the weak links in China's scientific and technological innovation system. Beijing is blessed with unique geographical advantages and has gathered a large number of scientific and technological resources. However, under the influences of the management systems and evaluation mechanisms of science & technology and economy, as well as the lag of legislation on the transformation of scientific and technological achievements, the "two-skin" phenomenon of science & technology and economy has not been well solved. Shelving is the common fate of most scientific research achievements. Therefore, Beijing should, on the basis of hierarchical classification, increase financial support for some reputable and normative technology transfer institutions, guide their sound development, and reduce the costs and risks of technology transfer and transformation.
