摘要 科技创新资源统筹与优化配置是实施创新驱动发展战略的重要保障,也是提升区域科技创新能力的关键性举措。近年来,河南省紧紧围绕三大国家战略,大力实施创新驱动发展战略,科技创新取得了显著成效,科技资源投入快速增加、科技创新能力显著增强、创新平台建设快速推进、科技支撑能力持续增强以及创新创业环境持续优化等,但同时也面临着诸如科技资源管理体制不合理、科技资源总量不大和投入不足、区域科技资源配置不均衡、科技资源开放共享程度低、科技创新资源相对不足等一些突出问题。未来一个时期,提升河南省创新能力,应着重在促进科技创新协同共进、加快科技创新载体建设、打造科技创新支撑平台、实施重大科技专项计划、培育打造创新型企业群落、加强科技创新人才队伍建设等方面谋思路、做文章、促提升。 The overall planning and optimal allocation of scientific and technological innovation resources are important guarantee for the implementation of innovation-driven development strategy, and also key measures to enhance regional scientific and technological innovation capacity. In recent years, around the three major national strategies, Henan Province has vigorously implemented the innovation-driven development strategy. Scientific and technological innovation has achieved remarkable results. The input of scientific and technological resources has increased rapidly, the ability of scientific and technological innovation has increased significantly, the construction of innovation platforms has been promoted rapidly, the ability of scientific and technological support has been strengthened continuously, and the environment of innovation and entrepreneurship has been optimized continuously. Some outstanding problems are also faced, including unreasonable management system of scientific and technological resources, small total amount of scientific and technological resources and insufficient investment, unbalanced allocation of regional scientific and technological resources, low degree of opening and sharing of scientific and technological resources, and relatively insufficient resources of scientific and technological innovation. In the future, in order to enhance Henan's innovation capability, we should focus on promoting the synergy of scientific and technological innovation, accelerating the carrier construction of scientific and technological innovation, building a supporting platform for scientific and technological innovation, implementing major special plans for scientific and technological innovation, cultivating and building innovative enterprise communities, and strengthening the construction of scientific and technological innovation talents.
