美式大国财政服务于美国战略,扮演着主导全球资源配置、全球利益分配和主导全球贸易的职能。美国发动"贸易战"正是美大国财政战略的体现,体现为剑指"中国制造2025",为美国实体经济发展化解风险;大国财政特别重视风险监控,不惜手段化解本国风险;逼迫中国进一步开放市场,强化对中国市场和要素的控制;打乱中国的全球战略,使之屈从于美国大国财政规则。应对"贸易战",不能局限于贸易领域,而是要有大国财政思维,用中国式大国财政予以化解。
