广西创新财政支持经济发展方式研究

Innovative Public Finance Supporting Economic Development Model Research in Guanxi Zhuang Autonomous Region

为有效应对财政收支矛盾,广西通过政府投资引导基金、政府和社会资本合作(以下简称"PPP")等方式大力推动财政支持经济发展方式(以下简称"财政支持方式")创新。但从实施情况和效果来看,仍存在创新支出比重偏小、社会资本积极性不高、政策运用不充分不规范、执行效果不理想等问题。为用好用足用活财政资金,本文通过借鉴国内外有益经验,提出要更加注重立法监管、注重调动国有资本力量、注重优化进退机制、注重安排合理回报、注重强化绩效评估、注重优化政策性融资方式等工作建议。

To effective counter the contradiction between public finance revenue and expenditure, Guangxi takes some innovative means as government investment directing fund, public and private capital partnership (hereinafter refer to as "PPP") in order to take public finance to support local economic development. While assessing its implementation and actual performance, there are such issues as lower innovative expenditure percentage, low incentive of private capital, no enough and regulate policy application, no good implementation performance. To take good advantage of public finance, the article refers to domestic and overseas experience, present such working suggestions as more focusing on legislative supervision, encouraging state capital, optimizing entry and exit mechanism, arranging reasonable return, improving performance assessment and improving policy financing modes.
