山东省民营医院医疗卫生资源配置效率分析

Analysis of Efficiency of Medical and Health Resource Allocation in Private Hospitals in Shandong Province

目的:对山东省民营医院医疗卫生资源配置效率进行综合评价分析,为提高山东省民营医院医疗卫生资源配置效率提供合理化建议。方法:采用数据包络模型(DEA)对山东省2009-2017年民营医院医疗卫生资源配置效率进行时间序列纵向分析。结果:2013年山东省民营医院的医疗卫生资源配置效率为非DEA有效。2011年、2014年、2015年、2017年山东省民营医院医疗卫生资源配置效率DEA为弱有效。2009年、2010年、2012年以及2016年DEA相对有效。非DEA有效的年份年诊疗人次增加92.55万人次,病床使用率增加2.61%。结论:山东省民营医院医疗卫生资源配置呈整体上升的态势,但是存在投入浪费和低效并存的局面,应当科学配置山东省民营医院医疗卫生资源。

Objective:To comprehensively assess efficiency of medical and health resource allocation in private hospitals and to provide reasonable suggestions for improving private hospitals’medical and health resource allocation in Shandong Province.Methods:Data envelopment analysis(DEA)was adopted to conduct a longitudinal time series analysis on medical service and health resource allocation in private hospitals in Shandong Province from 2009 to 2017.Results:In 2013,the medical and health resource allocation in private hospitals of Shandong Province was non-DEA effective.In 2017,2015,2014 and 2011,the efficiency of DEA in medical and health resource allocation in private hospitals in Shandong Province was weak efficient.DEA was relatively efficient in 2009,2010,2012 and 2016.The non-DEA year,the number of annual visits increased by 925500,bed occupancy increased by 2.61% .Conclusion:The allocation of medical and health resources in private hospitals in Shandong Province is on the rise on the whole and the medical and health resource should be allocated scientifically.
