摘要
非学历教育是提高人力资本开发利用率,促进经济高质量发展、构建终身教育体系和学习型社会,助力教育工具理性和价值理性整合的重要抓手。基于非学历教育课程开发影响因素和理论模型,构建非学历教育课程建设标准体系,包括以政策为导向,构建非学历教育发展的社会支持体系;能力为本和成效为本的资历框架、能力标准说明、岗位能级单元证书、课程大纲的标准体系;各教育和培训机构根据实际需要,开发基于能力标准为本的教材资源,规范和指导非学历教育课程建设,保障非学历教育的课程质量。
Non-academic education is an important means to improve the utilization rate of human capital development,promote high-quality economic development,build a lifelong education system and a learning-oriented society,and assist education tools rational and value rational integration. Based on the influencing factors and theoretical model of the development of non-academic education courses,a standard system of non-academic education courses construction should be constructed,and a social support system for the development of non-academic education should be constructed with policy orientation. We should construct the standard system of competency framework,competency standard specification,post level unit certificate and course outline based on ability and effectiveness. Each education and training institution shall,according to actual needs,develop teaching materials based on competency standards,standardize and guide the construction of non-academic education courses,and guarantee the quality of non-academic education courses.
