农民工作为一个特殊的劳动力群体,对于支撑我国外向型经济长达三十余年快速发展功不可没。然而,为了应对全球经济景气下行和"三期叠加"的经济新常态,我国城镇产业转型升级势在必行,由此迫使大量传统产业外迁乃至淘汰,现代产业资本有机构成又普遍较高,双重因素共同作用进一步恶化了农民工城镇就业环境,原本就十分逼仄的就业空间一再被挤压。许多农民工综合权衡留城与离城的利弊后,更倾向于返乡创业。在积极推进乡村振兴战略和经济转向高质量发展的时代背景下,农民工返乡创业的实践意义更加突显。

Migrant workers as a labor group have made great contribution to supporting the rapid growth of China’s export-oriented economy during the last three decades.However,more and more cities have been implementing the policies of industrial transformation and upgrading to deal with the new conditions of global recession and China’s new normal economy,thus forcing lots of traditional industries into the circumstances of relocation or even bankruptcy.In addition,modern industries possess the feature of higher organic composition of capital.Therefore,the migrant workers’employment environment is further deteriorated.In view of the severe employment situation in urban places,many migrant workers are inclined to return home to run business.Under the background of vigorously promoting the Rural Revitalization Strategy and high quality development,the practical significance of migrant workers’returning home to run business becomes much clearer.
