适应自贸区建设的海南行政区划管理研究

Study on the Management of Administrative Division of Hainan Province Adapted to the Construction of Free Trade Zone

2018年4月,中央决定支持海南全岛建设自由贸易试验区,其建设需要适当行政力量的推动。行政区划的调整需要从国家战略及经济社会发展两个层面进行综合考虑,从而适应和促进自贸区的发展。国家战略角度的研究重点在于分析海南自由贸易试验区的特点及其对行政区划调整的要求,经济社会发展程度则通过计算海南省各市县管理幅度及城市化管理水平这两个指标来分析。总体来看,海南省自贸区建设更加市场化、规范化和国际化,在进行相应行政区划调整时,建议各功能组团内部应成立统一的管理委员会,推动组团内部协同发展;具备条件的县及时设立为县级市,适当降低部分县市的管理幅度。

In April 2018, the Central Government decided to support the construction of Hainan Pilot Free Trade Zone, the construction of which requires the promotion of the appropriate administrative power. In order to promote the development of free trade zone, this paper takes the national strategy and the economic and social development into consideration in the adjustment of administrative division. The perspective of national strategic focuses on the characteristics of Hainan Pilot Free Trade Zone and its requirements for the adjustment of administrative divisions. The factor of economic and social development is analyzed by calculating the management extent of cities and counties and the level of urbanization management in Hainan Province. Overall, Hainan Pilot Free trade Zone Construction is more market-oriented, standardized and internationalized. And for the adjustment of administrative divisions in Hainan Province, this paper suggests that a unified management committee should be set up within the functional groups to promote the coordinated development of the groups. Counties that are more developed shall be established as county-level cities in time, and the extent of management of some counties and cities shall be appropriately reduced.
