目前WTO框架下的商贸监管规则及运营模式仍以传统贸易的交易为主,不能满足新兴商贸业态发展的需求。EWTO核心功能集聚区全面创新跨境电商通关监管、税收征收、业务模式、质量安全及可追溯监管等领域。但EWTO核心功能集聚区建设没有成功的经验可以借鉴,发展基础仍较薄弱,在推进建设中仍面临一定问题和挑战。EWTO核心功能集聚区要集聚全球跨境贸易生产商、供应商、中间商和消费商,通过发展全球网购商品集疏分拨、国际商贸物流合作、跨境电商大数据服务及跨境O2O电商零售等业务,力争建设全球网购商品集疏分拨中心、"一带一路"商贸物流合作交流中心、全球跨境电子商务大数据服务中心和内陆地区国际消费中心,成为全球EWTO新规则的集中试验区和城市功能区。针对EWTO核心功能集聚区的保障需求,需要确立推进机构,强化组织保障;加大政策扶持,优化营商环境;实施奖补激励,支持E贸易产业集聚发展。

At present, under the framework of WTO, the trade regulation rules and operation modes are still dominated by traditional trade transactions, which gradually fail to meet the needs of the new business development. The EWTO core functional agglomeration area have innovated in cross-border e-commerce customs supervision, tax collection, business model, quality and safety and traceability supervision. However, there is no successful experience to draw lessons from in the construction of EWTO core functional agglomeration areas, and the foundation of development is still weak. There are still some problems and challenges in promoting the construction of EWTO core functional agglomeration areas. EWTO core function area should focus on global cross-border trade producers,suppliers,intermediaries and consumers. Through developing the global online shopping distribution, international trade and logistics cooperation, cross-border e-commerce big data services and cross-border O2O retail business, we will strive to build a global online shopping gathering and distribution center, a “one way” trade logistics cooperation and exchange center, and global cross-border e-commerce, big data service center and the international consumption center in the inland areas, to become the centralized experimental areas and urban functional areas of the new rules of the global EWTO. Aiming at the guarantee demand of EWTO core function agglomeration area, it is necessary to establish promotion institutions, strengthen organizational guarantee, increase policy support, optimize business environment, and implement incentives to support the development of E-trade industry agglomeration.
