推动河南经济高质量发展的对策研究

中国经济由高速增长阶段转向高质量发展阶段,是党的十九大对经济发展作出的一个重大判断。在经历高速增长阶段后,河南经济发展面临的产业结构、区域结构、动力结构等发展不平衡不充分的深层次矛盾逐步显现,严重制约了河南经济发展由量的扩张向质的提升转变。对照新发展理念和高质量发展的要求,河南经济发展存在"三大需求"失衡、产业结构欠优、新旧动力接续不稳、市场主体实力较弱等瓶颈制约。推动河南经济高质量发展需处理好四对关系,即速度与质量的关系,基础产业与高端产业的关系,城镇化与乡村振兴的关系,河南与周边地区协调发展的关系。推进河南经济高质量发展要持续努力打赢三大攻坚战,创新园区运营管理机制,破解创新驱动瓶颈,推进四路融合并进,强化战略平台联动,持续优化营商环境,提高区域竞争实力。

The transition of China..s economy from a high-speed growth stage to a high-quality development stage is an important judgment made by the Nineteenth National Congress of the Communist Party of China. After experiencing the stage of high-speed growth, the deep-seated contradictions that the development of Henan ..s economy is not fully balanced, such as industrial structure, regional structure and power structure, gradually emerge, which seriously restricts the transformation of Henan's economic development from quantitative expansion to qualitative upgrading. Compared with the new development concept and high-quality development requirements, Henan..s economic development has some bottlenecks, such as the imbalance of“three major demands”, the poor industrial structure, the instability of the continuation of new and old power, and the weakness of market entities. To promote the high-quality development of Henan..s economy, we need to deal with four pairs of relations:the relationship between speed and quality, the relationship between basic industries and high-end industries, the relationship between urbanization and rural revitalization, and the relationship between the coordinated development of Henan and its surrounding areas. The countermeasures and suggestions to promote the high-quality development of Henan’s economy should continue to strive to win the three key battles, innovate the operation and management mechanism of the park, break the bottleneck of innovation driving, promote the integration of the four routes, strengthen the linkage of strategic platforms, continuously optimize the business environment and improve regional competitiveness.
