[目的/意义]为进一步完善公共图书馆法律体系提供参考。[方法/过程]梳理了我国公共图书馆法律制度供给的现状,阐释了《公共图书馆法》的历史贡献,深入分析了其不足之处,最后提出构建完整的公共图书馆法律体系的具体措施。[结果/结论]为在具体的执行层面深化法律规定,帮助《公共图书馆法》更好地实施,我国迫切需要制定一系列配套的相关法律、行政法规、地方法规、行政规章、地方规章、行政性规范性文件,通过它们的紧密衔接,构建完整的公共图书馆法律体系。

[Purpose/significance] The paper is to provide references for further perfecting the legal system of public libraries.[Method/process] The paper teases out the status quo of the legal system supply of public libraries in China, explains the historical contribution of Public Libraries Law , deeply analyzes its shortcomings, and finally puts forward the concrete measures to construct a complete legal system of public libraries.[Result/conclusion] In order to deepen the laws and regulations at the specific implementation level and to help implement the Public Libraries Law better, China urgently needs to formulate a series of supporting relevant laws, administrative regulations, local regulations, administrative rules, local regulations and administrative normative documents, to build a complete legal system of public libraries by their close connection.
