基于存量规划视角的旧城更新路径探索——以长乐旧城控制性详细规划为例

受制于严峻的土地资源形势,城市发展已逐渐地从起初的"增量扩张"转向"存量挖潜",基于空间扩张的增量规划向存量型城市更新转型也将成为未来规划发展的新常态。文章结合长乐旧城控制性详细规划,从提升城市品质、注重人文关怀与改善民生等几个方面,探索基于存量规划的城市更新理念与策略。通过对现有城市功能布局及结构的调整,解决城市在发展过程中出现的矛盾与缺陷,从传统的大拆大建转向关注民生,从而提升市民生活品质、改善城市环境,有序推进旧城更新,促进城市可持续发展。

Be subjected to austere land resource situation,Urban development has gradually shifted from the initial "incremental expansion" to "stock exploration",which is reflected in urban planning.Combination the regulatory planning of Changle old city,to explore built-up area concept and strategy from raising the quality of the city,pay attention to humanistic concern and improve people's livelihood,through to the existing urban function layout and structural adjustment,to solve contradictions and defects in the city in the process of development,from the traditional big build turned to pay attention to the livelihood of the people,to upgrade the quality of life of residents,improve the urban environment,pushing the old city renewal,promote the urban sustainable development.
