Study on the Special Planning Method of "One Map" for Effective Regulating Control detail planning——A Case Study of the Special Planning of Education Facilities in Changle District of Fuzhou

由于教育设施必须服务人口与服务半径,长期以来教育设施布局方案一般通过控制性详细规划进行落实。由于控制性详细规划是城市建设的直接依据,通常先于各类专项规划完成编制,导致各类专项设施无法及时有效落位。结合福州市长乐城区教育设施专项规划,文章重点介绍在城镇化提质转型和二孩政策全面实施等背景下,以落地为目的的教育设施专项规划编制经验与实践探索。

Due to the service population and the service radius requirements of educational facilities,the educational facilities layout plans have long been implemented through the controlled detailed planning.Since the control detailed planning is the direct basis of urban construction,it is usually compiled before the various special plans,resulting in the failure of special plans to be timely and effectively implemented.In the context of urbanization upgrading and comprehensive implementation of the two-child policy,this paper,with the case study of educational facilities layout plan in Changle main district,introduces the main content of the plan and the relevant technical methods of the planning aimed at implementation.
