改革开放40年中国公共服务供给的制度变迁

Institutional changes of the public service delivery system since the reform and opening-up in China in the past 40 years

改革开放40年以来,中国公共服务供给的制度变迁主要体现为公共服务领域中的政府职能转移、角色回归和非营利组织参与等方面。对此问题进行理论和实证研究,有助于更加明确公共服务进一步改革的方向。研究表明,当代中国公共服务供给体制正在发生从补缺式的传统公共服务供给模式向定制式的公共服务供给模式转型。在此制度变迁过程中,政府和非营利组织之间建构出新型的合作关系。这一政社合作关系的研究丰富与加深了对于中国公共服务供给的制度变迁之理解。

The institutional changes of the public service delivery system since the reform and opening-up in China in the past 40 years have mainly manifested themselves in the transfer of government functions, the reconstruction of governmental roles and the participation of non-profit organizations in the field of public services. This paper concludes that the public service delivery system in contemporary China is experiencing a shift from the traditional supplementary model to an institutional model. In this process, a new type of collaborative relationship has been established between the government and non-profit organizations, whose study contributes to the research on the institutional changes of the public delivery system in China.
