国际三大湾区环境保护对粤港澳大湾区的经验启示

Enlightenments of Environmental Protection in Three International Bay Area to Guangdong-Hong Kong-Macao Greater Bay Area

为更好探索粤港澳大湾区环境保护道路,系统对比国内外湾区环境保护基础情况,结果表明粤港澳大湾区在环境质量改善方面成效显著,但形势依然严峻,借鉴国际湾区环境保护经验十分必要。通过纽约、旧金山和东京三大国际湾区环境保护实施路径的梳理分析,对大湾区环境保护工作提出四点具有借鉴意义的经验与启示:重视规划引导作用、构建环境治理协作机制、发展创新驱动的绿色产业以及加快环境信息共建共享。

In order to better explore the environmental protection work in Guangdong-Hong Kong-Macao greater bay area, the basic conditions of environmental protection are compared among domestic and overseas bay areas. The result shows that Guangdong-Hong Kong-Macao greater bay area has gained excellent achievements in environmental quality improvement, but its current situation is still so severe that needs to learn from the international experiences. Based on the systematic analysis of the environmental protection processes of New York, San Francisco and Tokyo bay area, there are four experience and enlightenments with reference significance to Guangdong-Hong Kong-Macao greater bay area:attach importance to the guiding role of planning, construct the mechanism of environmental governance collaboration, develop the green industry driven by innovation, and speeding up the mutual building and sharing of environmental information.
