强军目标引领下的海军装备法规制度体系建设研究

On establishment of system of naval equipment laws and regulations from perspective of military construction

军事法规是依法治军、从严治军的重要基础,其体系建设是实现强军目标和建设一流军队的必然要求。海军装备法规制度,是中国特色军事法规制度体系的重要组成部分。构建科学、完备的海军装备法规制度体系,是实现海军装备建设科学发展的首要前提。因此,以强军目标引领下的海军装备事业为视角,剖析了海军装备法规制度体系建设的重大意义和特点要求,并提出了统筹谋划法规体系建设、完善立法工作机制、加强装备法制工作队伍建设的建议。

Military laws and regulations are important foundations for governance of military by law, providing guidance for achieving the goal of strengthening the army and building the first-class military forces. As an important part of the military legal system with Chinese characteristics, construction of a scientific and integrated system of laws and regulations relevant to naval equipment is a must. In this paper, the significance and main characteristics of constructing naval equipment regulation system are analyzed in view of naval equipment undertakings, and some suggestions are put forward to promote the overall planning of the establishment of the regulatory system and perfection of the legislative work mechanism.
