军民融合背景下民参军技术使用费确定方法研究

Study on method of ascertaining civilian-to-military technology usage fee against background of military and civilian integration

将先进、成熟的民用技术转移到军事领域,是军民融合战略的必然要求。针对目前缺乏民参军技术使用费确定方法的现状,在分析该问题特殊性的基础上,提出了基于武器装备采购等效率曲线的民参军技术使用费确定方法。该方法将适用于特殊情形下的成本节约额分享的民参军技术使用费确定思路进行了推广,使其能够适应一般的民参军技术使用费确定问题,并且兼顾了军方、军工企业和民参军技术权利人的利益,有利于促成三方共赢的合作均衡。

The transfer of advanced mature civilian technology to the military field is an inevitable requirement of the military-civilian integration strategy. In view of the current situation of the lack of the method for ascertaining the technology usage fee, the paper, by means of a detailed analysis of the problem, proposes a fee-determining method based on the equal efficiency curve of weapons and equipment procurement. The presented approach extends a possible method for the pure "cost-sharing sharing" technology under special circumstances to other situations, so that it can adapt to the problem of determining the technical usage fee of the general civilian-to-military technology transfer activities. Since the new method will take into account the interests of the military, military industrial enterprises and civilian-to-military technology rights holders, it is conducive to promoting a balanced cooperation between the above three parties.
