摘要
行政伦理不仅是一个道德概念更是一个实践概念。公务员的行政伦理和社会肯定等因素会对行政决策产生显著影响,如在公共决策中得利、个人收入和职业发展等;而公务员在社会地位、人际关系等方面的正面社会评价并不会对其履职产生积极影响。此外,社会肯定和政治认同对公务员的行政伦理有显著影响:对职业发展和收入水平越满意的公务员,越能在工作中践行行政伦理;党员和团员等政治身份对激发行政伦理有积极作用。公务员的行政伦理建设要从实践入手,建立完善公务员的科学评价标准和人才市场体系,把党性教育和职业教育结合起来、营造公务员职业化的社会氛围,并积极面向临退休公务员重点开展监督和指导。
It is argued that administrative ethics is not just a moral concept but more of a practical concept. We proved that administrative ethics and social encouragement contribute to obvious effect on the administrative decision in practice, especially variables of private benefit in public decision,personal income and career status;positive social comments about social status and interpersonal relation of servants may not generate positive effect on administration. Besides,administrative ethics is relevant to social encouragement and political recognition obviously. The more servants who are satisfied with job levels and income,the stronger they may follow administrative ethics. Consequently,in order to improve administrative ethics, it is essential to focus on practice rather than theory or consciousness,and take steps including establishing scientific systems of labor force assessment criteria and HR market specific for public servants,combining educations of party spirit and professional spirit,and carrying out specific instruction and education for servants about to retire.
