有效治理与行政化趋势之间:美丽乡村项目制下的乡镇公共事务治理——以浙江省J镇为研究个案

Rural Vitalization and Efficient Governance: Research on the Governance of Township Public Affairs under the Project System——A Case Study of J Town in Zhejiang Province

通过引入项目制——美丽乡村的理论视角,以浙江省J镇为个案,意在揭示在项目制视角下,乡镇公共事务治理中存在的新现象和可能存在的新问题。研究发现:项目制和官僚制的治理逻辑正深入基层政府,但项目制和官僚制可能存在的弊端,同样会内生于乡镇治理当中;乡镇行政化趋势非常显著,村自治受到进一步瓦解,村委忙于应付上级,成为完成上级任务和指标的派出机构,美丽乡村的项目建设很大程度上取决于镇政府的决心和能力,各村在其中的自主性较弱;村民小组成为美丽乡村建设“最后一公里”的治理主体。

The main research findings are(1)the governance logic of the project system and the bureaucratic system is going deep into the grassroots government,but the possible drawbacks of the project system and the bureaucratic system will also be endogenous in the governance of the township.(2) The trend of township administration is very significant. Village selfgovernment is further disintegrated,and the village committee is busy with the superiors and becomed the dispatching agency that completed the tasks and indicators of the superior. The project construction of the beautiful countryside depends to a large extent on the determination and ability of the township government,and the autonomy of each village is weak.(3) The villagers group has become the main body of governance for the "last mile" of beautiful rural construction. Especially in view of the large number of public affairs that have emerged after the township has stable financial support,the villager team leader is an important part of the realization of governance.
