哲学社会科学作用和价值的发挥,离不开学术话语权的提升。中国高校哲学社会科学长期受外在体制和内在学科研究范式的影响,并未建立起完整有效的学术话语体系,学术话语权得不到充分彰显,这一方面制约了高校哲学社会科学的自身发展,另一方面也影响到高校服务经济社会发展职能的充分发挥。就高校哲学社会科学学术话语权的提升而言,大学智库建设是一条可供选择的有效路径。通过对大学智库的规划与建设,形成一支稳定的发出学术声音的人才梯队,产出富有创新价值的学术声音,搭建向国内和国际社会递送学术声音的传播平台,进而形成提升高校哲学社会科学学术话语权的有效载体。此外,还应积极完善哲学社会科学评价方式,为大学智库提升高校哲学社会科学学术话语权提供机制保障。

The role and value of philosophy and sociology relies upon the improvement of their academic discourse power.As both philosophy and sociology have been affected by the system and research paradigm for a long time,a complete and effective academic discourse system fails to be established,which diminishes their academic discourse power.Consequently,it confines the development of both philosophy and sociology,and affects the full play of the role that higher institutions serve the economic and social development.To construct a university think tank is an available option to improve the academic discourse power of philosophy and sociology in higher institutions.By positively constructing the think tank,a stable talent team can be formed to utter an academic voice for the higher institutions,thus forming a platform to broadcast the innovative academic voice at home and abroad.In addition,in order to provide a mechanism to improve the academic discourse power of philosophy and sociology in higher institutions,the evaluation model for both philosophy and sociology should be positively enhanced.
