基于三阶段DEA模型的淮河生态经济带生态效率评价研究 被引量:1

摘要 着力提升生态效率是淮河生态经济带国家战略建设需要解决的最为关键问题。该文选取2008—2016年淮河经济带25个城市数据为样本,利用主成分分析法测算出了反映各城市环境综合质量的环境污染指数,构建三阶段DEA模型测度淮河生态经济带25个城市的生态效率,并对测度结果进行分析研究,研究结果表明:淮河生态经济带各城市间绿色经济效率水平存在一定差异,其中东部海江河湖联动区的生态效率最为乐观,而中西部内陆崛起区各城市的生态效率处于较低水平,且各城市生态效率水平差异较大。基于此,文章立足于淮河地域经济现状,从产业转型、区域协调发展、文化教育等方面,对淮河沿线城市生态经济的发展提出政策建议,以期为相关部门政策的制定提供理论和实际依据。 At present, the construction of the Huaihe River Eco-economic Zone has risen the national regional development strategy, and the economic development along the Huaihe River area is facing great opportunities. 25 cities in Huaihe Economic Zone from 2008 to 2016 were selected as samples, and the environmental pollution index reflecting the comprehensive quality of urban environment was calculated by principal component analysis method. Secondly, a three- stage DEA model was constructed to measure the ecological efficiency of 25 cities in Huaihe Economic Zone, and the results were analyzed and studied. Finally, based on the current situation of the regional economy of Huaihe River and the favorable situation of the planning of the Huaihe River Eco-economic Belt, this paper puts forward policy suggestions for the development of the urban co-economy along the Huaihe River from the aspects of industrial transformation, regional coordinated development, culture and education, with a view to providing theoretical and practical basis for the formulation of policies of relevant departments.
