福建自贸区闽台海洋旅游深度合作实践现存问题及创新思路

Existing Problems and Innovative Thinking of Fujian-Taiwan Marine Tourism Deep Cooperation in Fujian Free Trade Zone

福建自贸区是闽台海洋旅游合作新平台。当前,自贸区已经进入探索对台合作新模式阶段,在外部风险和压力增大的背景下,该文重点结合自贸区闽台海洋旅游深度合作开发过程中存在的科学规划与有效机制缺乏、政策不完善、产品竞争力较弱、相关合作主体参与度不高、品牌形象不佳、营销推广效果较差、人才缺失、旅游配套设施不健全、环境污染日趋严重等问题,按照共同规划、开发、经营、管理、受益的“五同”原则,确定地方政府引导、市场主导、非政府旅游组织推动、社区居民支持、社会监督的“五位一体”合作开发新思路。

Fujian Free Trade Zone is a new platform for Fujian-Taiwan marine tourism cooperation. At present, the Free Trade Zone has entered the stage of exploring a new mode of cooperation with Taiwan. Against the backdrop of increasing external risk and pressure, this paper focuses on the problems existing in the process of deep cooperation of Fujian-Taiwan marine tourism in the Free Trade Zone, such as the lack of scientific planning and effective mechanisms, imperfect policies, weak competitiveness of products, insufficient participation of partners, bad brand image, poor marketing and promotion effect, the lack of talent, insufficient tourism facilities, serious environmental pollution. Then, according to the principle of common planning, development, operation, management and benefit, this paper determines the new idea of“five-in-one”cooperative development consisting of local government guidance, market leading, promotion by non-governmental tourism organizations, community resident support, social supervision.
