摘要
基于湖北省2006—2015年的县级面板数据,比较分析农机购置补贴政策在不同作业环节和不同地形地区的实施效果。结果表明:农机购置补贴力度对农业机械化水平有显著正向影响;农机购置补贴对机耕作业水平和机收作业水平的提升效应强于机播作业水平;农机购置补贴对平原县和丘陵县农业机械化水平的提升效应要强于山区县。据此提出优化农机购置补贴、推进适度耕地规模经营、支持研发和推广适合丘陵及山区的农机具、完善农机作业服务市场和加强农机教育培训力度等对策建议。
Based panel data collected at county level in Hubei Province from 2006 to 2015,this paper compared and analyzed the implementation effect of agricultural machinery purchase subsidy on different operation links and different terrain areas. The research shows that the purchase subsidy of agricultural machinery has a significant positive impact on the level of agricultural mechanization.Purchase of agricultural subsidies to the tractor work level and machine operating level effect is stronger than that on the level of sowing work;The purchase subsidy of agricultural machinery has a stronger effect on the level of Agricultural Mechanization in plain and hilly counties than that in mountainous counties.On the basis of this,some policy suggestions were proposed such as optimizing the subsidy for the purchase of agricultural machinery, promoting the scale management of appropriate cultivated land,supporting research and development and popularization of agricultural machinery and tools suitable for hilly and mountainous areas,improving the market of agricultural machinery operation service and strengthening the education and training about agricultural machinery.
