“一带一路”视角下广东省高职院校中外合作办学项目发展问题与对策建议

On Development of Sino-foreign Cooperative School-running Projects in Vocational Colleges in Guangdong Province from the Perspective of “One Belt One Road”

广东高职院校中外合作办学项目发展特征有:项目数量稳步增长,各院校参与程度不高;示范院校表现突出,区域分布不平衡;以公办学校为主,与"一带一路"沿线国家合作少;与合作对象产业相匹配,合作专业分布不够广泛;以学历教育为主,学习模式较为单一;以本国生源为主,受益学生覆盖率低。针对这些特征,要更好地发展中外合作办学项目,笔者以为需做到以下四点:第一,从自上而下的政策入手,提高中外合作办学参与程度;第二,从广东省中外企业合作入手,加强与"一带一路"沿线国家的交流;第三,从产业发展规划入手,广泛选择"一带一路"建设重点合作专业;第四,从"本土国际化"入手,探索多种形式的共赢合作方式。

The paper analyzes the characteristics of Sino-foreign cooperative school-running projects in vocational colleges of Guangdong province and proposes some measures on how to develop this kind of projects:first,implementing top-down policy to improve participation of vocational colleges in Sino-foreign cooperative school-running projects;second,enhancing Sino-foreign enterprises’cooperation and strengthen exchanges with the countries along the“Belt and Road”;third,analyzing industrial development planning of the vocational college to choose the key cooperative specialties with foreign enterprises;fourth,exploring various forms of win-win cooperation.
