An Analysis of Plebiscite on Political Status of Western Sahara: Right Versus Power

西撒哈拉问题是二战后去殖民化运动的遗留问题。自20世纪60年代联合国就主张通过公投来解决其政治地位,但迄今未果。l976年西班牙撤离西撒哈拉后,摩洛哥和西撒人民阵线在西撒哈拉地位问题上产生严重对立,并时常引发冲突;1991年双方签订停火协议,但公投进程依然裹足不前。表面上看,西撒哈拉公投问题仅涉及西撒哈拉与摩洛哥的关系,但实则已超越双边关系的范畴,影响地区和平与稳定。虽然公投具有合法性,但因西撒哈拉实力不济,始终无力推动。该公投案例分别给海峡两岸带来重要的启示。

The problem of Western Sahara is a problem left over from the decolonization movement in World WarⅡ.The UN has advocated to resolve the problem of its political status since the 1960s.After the withdrawal of Spain from Western Sahara in 1976,Morocco and the People’s Front of Western Sahara had a serious confrontation on the status of Western Sahara issue and often caused conflicts.Although the UN has been prompting the plebiscite in Western Sahara since a ceasefire was signed in 1991,it remained unsolved so far.On the surface,the plebiscite in Western Sahara relates only to the relationship between western Sahara and Morocco.In fact,this issue has transcended the scope of bilateral relations and has become a major issue affecting regional peace and stability.Despite its legitimacy,the plebiscite has not been able to move forward because of the weakness of Western Sahara.The plebiscite case brings important enlightenment to both sides of the Taiwan Strait.
