“脱域性治理”:迈向经验解释的乡村治理新范式

“Decentralized Governance”: A New Paradigm of Rural Social Governance through Experience Interpretation

近年来,在全球化不断推进、人口迁移加剧以及互联网广泛使用等现代流动背景下,乡村社会日益被流动所解构和重塑,乡村治理的基础发生了变化,其治理范式也亟待转型。有学者从空间角度来把握中国传统基层社会的变革。然而,对于此类现象的经验研究和理论提升却严重不足。基于吉登斯的"脱域理论",结合一个村庄的实地调研,本文提出了"脱域性治理"概念,与传统时期的"地域性治理"有所不同,"脱域性治理"的核心在于"流动",它更强调因流动而带来的治理主体的多元性、治理客体的流动性和治理手段的多样性,并对此进行村庄层面的经验解读。"脱域性治理"基于"变动取向",是对当前乡村治理新模式的一种高度总结,提出了中国乡村治理的急剧转型和可能的一种治理方案。

Recent years,under the background of globalization,the intensification of population migration and the acceleration of information dissemination,rural society has been continuously deconstructed,reshaped and constructed by mobility.The foundation of rural social governance has changed,and its governance paradigm needs to be transformed urgently.Some scholars began to grasp the transformation of Chinese traditional grass-roots society from the perspective of space.However,there is a serious lack of empirical research and theoretical improvement for such phenomena.Based onGiddens s theory of delocalization,and the field survey of a village,this paper puts forward the concept of“delocalization governance”,especially the governance of mobile affairs and the strategies and means contained therein.The construction and application of this analytical paradigm,on the one hand,observes the actual process of rural social operation in the new era;on the other hand,we can deeply grasp the deep logic of rural society.“Decentralized governance”reflects the rapid transformation of China s rural social governance and a possible new governance paradigm.
