“一带一路”视阈下外警培训跨文化交流研究

Research on cross-cultural communication of foreign police training under the perspective of the “Belt and Road”

随着"一带一路"建设的深入推进,为保护我国国家及国民的海外利益,急需加强与"一带一路"沿线各国之间的国际警务合作。为沿线国培训警察是加强国际警务合作最直接最有效的途径之一。但在外警培训中,由于存在跨文化障碍、误区、冲突、休克等问题,影响了培训效果,制约了国际警务合作工作的开展。我们在外警培训中要进一步完善跨文化交流政策,健全交流机制、加强交流管理、优化交流措施、做实交流保障,以提升外警培训的针对性、实效性、持续性,从而进一步强化国际警务合作,为"一带一路"建设保驾护航。

With the deepening of the construction of the“Belt and Road”,in order to protect the overseas interests of China and its citizens,it is urgent to strengthen the international police cooperation with countries along the“Belt and Road”.Training police officers along the route is one of the most direct and effective ways to strengthen international police cooperation.However,in the training of foreign police,problems such as cross-cultural obstacles,misunderstandings,conflicts and shocks have affected the training effect and restricted the development of international police cooperation.In the training of foreign police,we should further improve the cross-cultural communication policy,improve the communication mechanism,strengthen the communication management,optimize the communication measures and implement practical communication guarantees to enhance the pertinence,effectiveness and sustainability of foreign police training,thereby further strengthening the international police cooperation to protect the construction of the“Belt and Road”.
