论地级市立法质量的提升

On Improving the Legislating Quality of Prefectural-Level City

随着地方立法数量的不断增加,地方立法的质量问题越来越受到关注。本文从地级市立法质量的含义出发,阐述了好的地方立法不仅要符合"良法"的一般要求,还要具备地方立法的特殊性才是真正优良的地方立法。进而分析制约地级市立法质量的典型因素,相应提出实现地级市立法质量提升的途径。

With the increasing number of local legislation,the quality of local legislation has been paid more and more attention.From the meaning of the quality of municipal legislation at the prefecture level,it is expounded that good local legislation should not only conform to the general requirements of"good law",it is also necessary to have the particularity of local legislation.Then the typical factors restricting the quality of local legislation are analyzed,and accordingly the ways are put forward to improve the quality of municipal legislation at the prefectural level.
