摘要
在精英化教育到大众化教育的转型时期,高等教育的同质化倾向成为抑制我国高校发展的瓶颈。我国大学组织同质化的原因有二:一是在目标模糊的组织处境中,价值理性为工具理性让路;二是工具理性一方面依赖价值理性获得认同感,另一方面对价值理性选择性地利用和干涉。未来推进"双一流"建设应注意维护高校自主权,回归价值理性;改革评价标准,合理使用绩效拨款,防止过度行政依赖所诱发的制度性同形;同时,引导高校分类发展,推动教师转型。
In the transitional phase from elite education to popular education, the tendency of homogenization of higher education has become a bottleneck for Chinese university development. Rationally observed, the homogenization is mainly caused with two factors: value rationality yields to instrumental rationality in the organizational environment of blurred object;instrumental rationality selectively takes advantage of and interferes with value rationality. In the future construction of double\|first\|class” universities, university autonomy should be maintained;evaluation criteria should be reformed to prevent institutional similarities induced by excessive administrative reliance;and university development should be under classified guidance, promoting the transformation of teachers.
