公共外交视角下韩越经济合作研究

Transnational Economic Cooperation between ROK and Vietnam from the Perspective of Public Diplomacy

跨国/境经济合作是当今世界贸易往来的必然选择,但是国家之间的经济合作活动往往深受政治政策的影响。不过,在世界政治形势急剧变化的背景下,传统的政治经济手段已不再像过去一样作用显著,利用"软实力"来扩大一国影响力,从而获得跨境经济效应更为符合世界新形势的要求。本文从公共外交的角度,对跨国经济合作进行分析,阐释公共外交对跨国经济合作的促进作用。研究表明,韩国在越南采取的公共外交政策主要以文化外交、企业外交以及援助外交三种外交形式来提高韩国的国家形象;韩国在越南开展的公共外交有利于两国之间的经济合作,尤其是跨境投资、跨境劳动、跨境贸易等。在分析韩国依托对越南的公共外交推进两国经济合作的基础上,开展国际经济合作视角下中国公共外交相关研究。

Transnational economic cooperation is an inevitable choice in the world trade exchanges nowadays,which deeply influenced by political policies.The traditional foreign economic and political means are increasingly prominent in the process of international globalization.However,under the background of the profound change of world politics,both the two means are no longer as important as in the past,the use of“soft power”to expand influences,so as to obtain cross-border economic effects become more effective in the new world pattern.From the perspective of public diplomacy,this article aims to analyze the role of public diplomacy in promoting transnational economic cooperation basing on the study of ROK s policy to Vietnam.The study shows that the specific measures adopted by ROK,mainly include cultural diplomacy,corporate diplomacy and aid diplomacy,finally improve it's national image and enhance the economic cooperation between the two countries,which may provide certain reference for China public diplomacy.
