摘要
改革开放以来,我国人才队伍建设经历了恢复与探索阶段(1978—1992年)、重点推动阶段(1992—2003年)、全面推进阶段(2003—2012年)、深化改革阶段(2012年至今)。我国人才队伍建设以培养高层次和高技能人才为重点,以提高创新能力和弘扬科学精神为核心,在培养、吸引、使用等关键环节,不断深化改革,形成了一支规模宏大、门类齐全、整体实力不断增强、结构逐步改善、基本满足我国社会主义现代化建设要求的人才队伍,人才资源的市场化配置日益明显,人才在社会经济建设中发挥出重要作用。人才队伍建设的基本经验是要坚持党管人才原则,坚持服务经济社会发展,坚持人才体制机制改革,坚持对外开放的人才政策。
Since the Reform and Opening-up, China's talent team construction has gone through the recovery and exploration stage (1978-1992), the key promotion stage (1992-2003), the overall promotion stage (2003-2012) and the deepening reform stage (2012-present). China's talent team construction focuses on training high-level and high-skilled talents, focuses on improving innovation ability and promoting scientific spirit, and continuously deepens reforms in key links such as training, attracting and using. A talent team with large scale, complete categories, increasing overall strength, gradually improving structure and basically meeting the requirements of China's socialist modernization construction has been formed. The market allocation of talent resources is increasingly obvious, and talents play an important role in social and economic construction. The basic experience in building a talent team is to adhere to the principle of the party governing talent, to serve economic and social development, to reform the talent system and mechanism, and to adhere to the talent policy of opening up to the outside world.
