摘要
提出当前企业养老保险基金支出压力不断增大,导致部分地区出现收不抵支的现象。为应对和减缓这种现象,养老金并轨及延迟退休政策已日趋明确并将逐步执行。分析了施行延长缴费年限受到的阻力,如法律修改尚需时间、参保人员存在抵触心理。阐述了延长缴费年限政策的实现途径,即提供社保补贴及稳岗补贴,调整养老保险金计发办法,渐进式延长缴费年限,以期为养老保险制度的改革与完善提供决策依据。
It is pointed out that the pressure of expenditure of enterprise endowment insurance fund is increasing,which leads to the phenomenon that income can not meet expenditure in some areas. In order to cope with and alleviate this phenomenon,the policy of pension consolidation and delayed retirement has become increasingly clear and will be gradually implemented. It analyses the obstacles to the implementation of the extension of the payment period,such as the time needed to amend the law and the conflicting mentality of the insured. It expounds the ways to realize the policy of prolonging the period of payment. It is necessary to provide social security subsidy and stable post subsidy,adjust the method of pension planning and issuing,and gradually prolong the period of payment so as to provide decision-making basis for the reform and perfection of the old-age insurance system.
