保山市“三权三证”政策实施情况及优化策略研究

Research on the Implementation and Optimization Strategy of the Policy of “three Rights and Three Certificates” in Baoshan City

农村"三权三证"是当前"三农"金融服务改革创新的重要内容,以云南省保山市一区四县为主要研究对象,从配套政策制定、政策执行成效以及抵押贷款业务开展情况三方面总结了当前的政策实施情况,从金融机构利益博弈、法律赋权、政策融合、实施条件、农户参与等方面厘清了当前政策实施的症结和困境并提出针对性的优化建议。

Rural “three rights and three certificates” is an important part of the reform and innovation of agriculture, countryside and farmers financial service. Taking the five counties and districts of Baoshan City, Yunnan Province as the main research object, this paper summarizes the current policy implementation from three aspects: the formulation of supporting policies, the effect of policy implementation and the development of mortgage business. The paper also clarifies the crux and predicament of the current policy implementation from the aspects of interest game of financial institutions, legal empowerment, policy integration, implementation conditions, farmers’ participation and so on, and puts forward some targeted optimization suggestions.
