煤矿超层越界监督管理研究

Analysis of the supervision and management of mining beyond specified coal seams

煤炭作为中国应用最广泛的基础能源资源,其生产安全一直是国家关注的大事,煤矿的超层越界是影响安全生产最重要的问题之一。本文依据各地方实际情况,分析了造成煤矿超层越界开采的原因及影响,具体阐述了超层越界开采的现状,对相关政策法律进行了梳理,提出了建立监督管理机制的建议,对煤矿超层越界问题的认识以及监督管理的操作性,具有较好的指导意义。

As one of the most widely used resources,safety of coal mine is a major concern of the whole country,nevertheless the mining beyond specified coal seams is one of the most crucial causes.This paper analyses the causes and influences of mining beyond specified coal seams exploitation based on the physical truth of different places and it also expresses the present situation of mining beyond specified coal seams exploitation in detail.It also sorts out relevant policies and laws and puts forward the reasonable suggestions for establishing supervisory managerial mechanism,it has a better guiding significance for the cognition of the problem of mining beyond specified coal seams and the operability of supervision and management.
