Risk Analysis of PPP Mode in the Secondary Vocational Education Industry-Education Integration Applications

本文用动态集成化风险管理对PPP模式在中等职业教育产教融合中的应用进行了风险分析。重点研究了风险识别、风险评估、风险分担与风险应对。用AHP法得到影响前八位的风险因素,用调研表法得到前七位风险因素。针对不同风险因素采取不同的应对措施:对于损失程度大且发生概率高的风险因素尽量回避或转移风险,如购买商业保险等;对于预防风险成本低于损失成本的风险因素,采取预防风险措施;当风险因素在承受范围内时,可以自留风险。

This text uses dynamic integrated risk management to operate risk analysis in the Secondary vocational education industry-education integration applications,focusing on risk identification,risk assessment,risk sharing and risk response.The top eight risk factors of influence were obtained via Analytic Hierarchy Process,and top seven risk factors of occurrence probability was obtained using Delphi Method.For different risk factors,different measures are taken:for risk factors that that may cause great loss and have high possibility of occurrence,we would better avoid them or transfer risk via measures like purchasing commercial insurance;for risk factors like the cost of risk prevention is lower than loss cost,we should take risk prevention measures;when the risk factors are within tolerance range,we can take risk self-retention.
