全面从严治党背景下高校工会的民主监督研究

Research on Democratic Supervision of Trade Unions in Colleges and Universities under the Background of Comprehensive Strict Governance Party

工会民主监督是整个国家监督体系的重要组成部分,当前,工会的职能重点在于服务职能的体现,通过对高校工会民主监督的现状进行调查,高校工会监督规章制度比较完备、民主决策程序得到保证、民主监督取得一定成效,但仍然存在高校工会的民主监督最终体现的为"建议权"、高校工会参与民主管理、民主监督的法律法规尚存空白等问题。可以从高校党委应当明确高校工会民主监督的程序性规定、高校工会应当将民主监督融入到服务职能当中来加强全面从严治党背景下的高校工会民主监督。

The democratic supervision of trade unions is an important part of the whole national supervision system.At present,the focus of the trade union’s function is the embodiment of the service function.Through the investigation of the current situation of democratic supervision of trade unions in colleges and universities,we can find that the supervision rules and regulations of trade unions in colleges and universities are relatively complete,democratic decision-making procedures are guaranteed,and democratic supervision has achieved certain results.However,there are still some problems in the democratic supervision of trade unions in colleges and universities,such as the right of suggestion,the participation of trade unions in democratic management and the absence of laws and regulations on democratic supervision.We can strengthen the democratic supervision of trade unions in colleges and universities under the background of complete and strict administration of the Party by clarifying the procedural provisions of democratic supervision of trade unions in colleges and universities and integrating democratic supervision into service functions of trade unions in colleges and universities.
