关于“经济强省”如何成为“科教强省”的策略建议——以浙江省为例

"科教兴国"是为践行"科学技术是第一生产力"的重要举措,上至中央下至地方各级政府无不重视。然而,在特定的历史时期,当让步于优先发展经济这个使命时,地方高等教育事业也有发展滞后的时候。研究聚焦于我国部分沿海经济发达省份,剖析与其经济地位并不相匹配的高等教育发展水平,并提出走向"科教强省"的策略建议。研究从政府支持、师资管理和学生服务的三大层面及其九个角度,深入思考科教实力短板的原因,并给出解决策略。目的是改善和提高其高等教育现状,并向全国释放经济和科教的双重动能。

"Rejuvenating the country through science and education" is an important measure to practice "science and technology is the first productive force",and governments at all levels from the central level to the local level attach importance to it.However,in a certain historical period,local higher education also lags behind when giving priority to the development of economy.The study focuses on some developed coastal provinces in China,analyzes the development level of higher education that does not match its economic status,and puts forward some strategic suggestions for moving towards a "strong province of science and education".From three levels and nine angles of government support,teacher management and student service,the paper deeply considers the reasons for the weakness of science and education,and gives some suggestions on how to improve the quality of science and education.Come up with a solution.The aim is to improve and improve the present situation of higher education,and to release the dual kinetic energy of economy and science and education to the whole country.
