村务监督委员会:生发机理、运行困境与路径选择——以广东省佛山市为例

Village supervisory committee:germinal mechanism,operational dilemma and path selection——taking Foshan city,Guangdong Province as an example

为深入研究村务监督委员会的缘起、现实困境与发展路径,先后2次对广东省佛山市5区11镇街14村居的村务监督委员会展开实地调查,研究发现村务监督委员会的生成动力在于破解基层治理难题、政策体系规范发展和优化村级体制机制的内外需求。而随着村务监督委员会的演进变迁,其面临着组织定位尚不清晰、组织构成有待完善和组织保障亟需强化的运行困境。为此,在实践中需要进一步从明确组织功能定位、理顺组织体系关系、强化组织制度保障和提升民主监督水平四个层面深入推进。

The village affairs supervision committee is a pioneering probe to improve the village-level organization system,improve the power operation mechanism,enhance the level of democratic supervision,and guarantee the democratic supervision power of the grassroots.In order to thoroughly study the origin,process and path of the village supervision committee,the village supervision committees of 14 villages in the 11th district of Foshan City,Guangdong Province were investigated twice,and the meeting was conducted through in-depth discussions and in-depth interviews.The motivation of the village supervision committee is to solve the grassroots governance problems,meet the external requirements of the normative development of the policy system and the internal needs of optimizing the village-level institutional mechanisms.With the development and evolution of the village supervision committee,it faces the operational dilemma that the organizational orientation is still unclear,the organizational composition needs to be improved,and the organizational guarantee needs to be strengthened.In order to break the bottleneck of the development of the village supervision committee,it is necessary to further understand the organizational functions,rationalize the organizational system relationship of the village supervision committee,and strengthen the organizational system guarantee of the village supervision committee to improve its democratic supervision level.
