地方企业专利保护与促进对策的研究

Research on Patent Protection and Promotional Policy of Local Enterprises

本研究统计分析了地级市其域内企业近三年专利申请、拥有发明专利和新产品及出口效益等实际状况。分析发现地县域企业的专利状况总体上与全国一致,即所申请数量和拥有发明专利数量都呈现逐年上升趋势,但统计数据也反映出另一方面的问题,即地县域企业的创新研发能力十分有限,市内规模以上企业所拥有的发明专利权平均每家不到一件。据此现状,国家和各级政府对企业创新的支持无论从政策上还是在人才、资金等方面,其重点更应该关注与下移到基层企业。本文针对地县域企业创新所存在的普遍问题提出若干具体建议,供地方政府制定和实施企业创新及动能转换的相关政策和措施作参考。

This research based on statistics analyzes the actual situation of patent application, the ownership of invention patent, new products and export benefit of the enterprises within the prefecturelevel city region in recent three years. The analysis indicates that the patent situation of county enterprises is generally in line with that of the countrywide, namely the number of patent application and patent ownership is growing on a yearly basis. However, the statistical data reveals an issue on the other side: the innovation and R&D capability of county enterprises is rather limited, the count of average invention patents for the above city scale enterprises is less than one. Regarding this situation, the emphasis of the support for innovation from the state and government at all levels to the enterprises, no matter politically, financially or intellectually, should be put more on the grass-root enterprises. Several proposals based on the common problems of county enterprises innovation will be put forward in this article as a reference for local government when making policies and implementing measures in regard of enterprise innovation and transformation.
