农村征地冲突的公共政策学分析与对策研究

Research on Rural Land Expropriation Conflicts and Counter-measure From a perspective of Discipline of Public Policy

本文研究的目的是为了防止和杜绝农村征地冲突和暴力征地、暴力拆迁事件的再次发生,努力减少社会安全隐患,为营造顺心舒畅的政治气氛创造一个良好的舆论大环境。研究思路和主要内容如下:首先介绍农村征地冲突发生的时代背景、社会危害性及研究意义,接着介绍征地冲突现状及研究现状和文献综述,然后介绍公共政策学的理论模型、政策执行模型,并运用这些理论模型分析农村征地冲突的深刻原因,最后提出相应的对策。本文的研究方法包括案例分析法、文献研究法。研究结论是要从根本上革新土地产权,限制非法建设用地,严保耕地红线;征地过程应当遵循合法、理性、共识原则;应当保证充足的财政资源;应加大对失地农民的就业安置和就业培训等。

This paper aims to prevent the conflicts of rural land expropriation from happening again,thus reduce the potencial safety hazards and create a good public opinion envoirment.The paper first introduces the historical bachground,social hazards and research significance of the conflicts of land expropriation, next,it focuses on not only current situation of the conflicts of land expropriation but also the research status of the conflicts of land expropriation,then it introduces some theoretical models of the discipline of public policy, and attempts to analyze the cause of the confl ics of land expropriation from a perspective of discipline of public policy, fi nally,it puts forward some counter-measures to resolve the disputes. The research method involves case analysis method,documentary researth method.To conclude,we should reform the land property right system so as to impose restrictions on illegal restruction land,at the same time,we should follow the principles of legality, rationality and consensus during the process of land requisition. Adequate financial resources should be guaranteed and employment placement and training for landless farmers should be increased.
