Study on reform of property rights system for irrigation and water conservancy facilities and innovation of operation management and protection mechanism pilot projects

通过对2015—2017年全国96个农田水利设施产权制度改革和创新运行管护机制试点进行考察和综合分析,总结了试点任务完成情况及在6个方面取得的积极成效,在全面梳理相关经验的基础上,总结了改革中遇到的问题和难点,为下一步工作全面推进提供依据。

Based on the investigation and comprehensive analysis of 96 pilot projects of reform of property rights system for irrigation and water conservancy facilities and innovation of operation management and protection mechanism in China from 2015 to 2017, this paper summarizes the completion of the pilot tasks, the positive results of the pilot projects from six aspects, and the difficulties encountered in the reform on the basis of comprehensive combing of relevant experience, so as to provide a complete picture of the next reform work.
